wiring for AC

I am having a bit of a problem. I installed a new wiring harness and now by the fuse box I have 2 black wires with white tracers that have male and female ends.  One has power when the key is on...and the other has power when the AC is on. I have included a picture, can anyone help me out with these two wires?  It looks like they should be connected, however they both seem to be live...I dont get it.
