Fender tag placement

My fender tag is placed so it would be considered upside down looking at it from the outside of the car. It is a 70 Coronet R/T convert. I have seen others this way but probably less than 5%. At a show last week I saw another on a car still owned by the original purchaser (70 Charger) and he stated thats the way it came. My car was repainted (the tag is original) prior to my ownership but looking at the screws it would only fit this way. What say you?

The tag is supposed to be secured so it can be read from the driver's side. It's possible the one on the Charger came upside down.
