how bad is it to see smoke coming out of your oil filler tube or dipstick tube?
Its no disgrace being poor.  Its just inconvienient.

Depends.

Is the Pcv system in place, and functional?

Some smoke? or billowing?

Your oil filler should have a recovery hose going to the air cleaner so vapors are reburned, or the cap is vented (you may need to be soak it with solvent to clean it). Generally it is normal to see smoke coming out if you remove the cap. Others may weigh in with more information, but I wouldn't worry about it.

My 383 does the same thing, and all the correct hoses are attatched pcv and breather to air cleaner, and I haven't figured it out, but the engine runs fine.

I dont think its bad but its a sign of worn components (rings, valves)
My 318 would smoke a little out the breather and leave a milky white oil on the cap, when I rebuilt it there hasn't been any smoke or oil on the cap since.
