instrument lights wont turn off

I noticed tonight as i finished putng in my rebuilt cluster that my instruments lights will not turn off and my guages now will not work.  all were tested and checked in the car but noI have these two issues    any ideas?? 

Could it be a ground promblem with the cluster and the fresh paint on the dash frame?

one more thing where does the ignition key light get plugged into ?

The car is a 1969 with a small block, had a/c and heat but is out  to be repaired

I vote grounding issue.

Run a ground wire.

where is the best spot to put in  an extra ground wire for the the insrument cluster to dash frame?
