A  quick way to tell if it's fully seated is to check pulley alignment. Bolt on the waterpump and pulley and the crank pulley to see if they line up.

The balancer bolt will push the dampner in all the way....sometimes you have to lock the rear flange to apply enough pressure to the dampner bolt or the engine will turn over.

Can it go to far back?

Nope....once it's bottomed out all the pullies will line up.
