Steering arm installation - do the washers go inside the K-member or outside?

I'm putting in a firm feel fast-ratio steering arm. The kit comes with the arm, 2 foam/rubber "spacers", and 2 washers.

My assumption is that the larger washers go on the outside of the K-member where the bolt/nut secure the arm to the K-member.

However, the whole in the k-member is pretty big, and even when I tighten the bolt it's still pretty loose inside

Do the washers go on the outside? Or do they go on the inside and help space the arm?

The washers go on the inside of the k-frame bracket....on top, one on bottom.
The foam seals/dust covers first on either side of the idler arm, then the washers on either side of the idler....
