Steering column installation 1970 Coronet R/T CV

Questions:

I am re-installing my steering column (coupler to gear box etc). I noticed the steering shaft is way off center within the distal column. The manual mentions tool C-4134 which I'm sure no longer exists and since I'm only planning on doing this once would like to know other options. Can the shaft be centered without removing the coupler again?
I also have a question regarding the shift tube on my 727 console car. What is its purpose on my car (it is possible its not original to the car)? Can it be removed? With the shaft out of center it is hitting my brake lines at the distribution block.

The shift tube makes it so when you remove your ignition key, it also locks your shifter in park. Of course you need the attaching linkage from the tranny to the bottom arm on the shift tube, for it to work properly.

Without a pic to see, I'm unclear of the problem in your other question. :shruggy:
