rebuilding steering pump

Just got a Vane Kit with new Rotor and Ring included. Once isntalled the pump wasn't working ( tight steerting wheel ), untill I press gas pedal and then apparenmtly began to work. right now is working BUT steering doesn't feel soft, and pump is wisthling (sp?) a little bit.

when I assemblied the kit, noticed the "vanes" did fit a little bit tight on rotor, in fact practicaly they keep hold on rotor notchs by itself... could it be this a reason why steering is not soft like it should be ?
