Is this piece in the right place?

This was sitting in the bowl next to the float. I am not sure where it was supposed to go. It fit in this spot. Is it right? The pic is a little blurry. It is the black plastic piece sitting on the two tangs at the top of the picture. The power valve and the two jets are below it.

Holley 750 dual feed carb. Primary side.

1972 Charger Topper Special, 360ci, 46RH OD trans, 8 3/4 sure grip with 3.91 gear, 14.93@92 mph.
1973 Charger Rallye, 4 speed, muscle rat. Whatever engine right now?

is is a splash deflector to stop fuel running un the bowl vent tube under hard accelleration
