RTE Tachometer calibrator kit?

I,m planning to refresh my tic-toc -tach with the RTE circuit board,but i have seen this on his page and i have not very clear wich is the pourpose of this thing.
Is it necessary for calibrate the tach?

The RTE circuit board is a replacement for the original part which was not very accurate when new and only gets worse with age.

Have you read the FAQ's on that page?

Yes, i have read the FAQ,but my doubt is not  with the circuit board .
Just wondering what is the purpouse of this tool

If the circuit board has a potentiometer to tune the tach for an accurate RPm reading,why is this tool necessary?
