Im sure i read on another thread that dayclona can modify a non cut out valance, and make it into a dual cut out? dont remember the price, but i think it was reasonable

There you go, we should all call them.  They have them for 2nd gens, why not 3rd gens...

well NOT REALLY exactly the same, however interchangeable and perfect fit thought ( except for the sides braces on front valence that doesn't match with frame rails as far I know )
