why would a p code/auto '72 charger with AC have a smog pump on it?

one popped up at a local show...  i'd never seen one before, nor had I seen the specific exhaust manifolds for it.  my '73 rallye didn't have one...  why does this?  no N95 on the tag, either.

I don't have a '72 service manual but  I'll bet you'll find it was a California sold car. The parts book shows two different exhaust manifolds. One for CA cars and another one.

Plus, I don't think N95 was coded on 72 Charger (LR or STL) tags but I'm not positive on that.
