hmmmmm??? Rear suspension pic's, any comments?

Here's some pic's of the current rear suspension setup on my '72 Charger. Other than the obvious rear leaf spring with rear sway bar set up, are those supposed to be some kind of traction bar? As you can tell, not much ground clearance, then again, tires are kind of... obviously flat .

Yep, looks like a traction bar to me.

That's what I was thinking too, but, there's no rubber bumper (like on all the others I've seen), and I haven't noticed an area to bolt one on. I was wondering if it might be there to aid in the rear sway bar, but I'm thinking I'm reaching for nothing on that one .
