Stumped on leaf springs

I am installing front polyurethane bushings in my leaf springs.The inside diameter of my leaf spring is 1 3/8,the diameter of my bushing is 1 1/2.My question is,do i have to take out the sleeve in the leaf spring?Mancini racing said that it was necessary.Has anyone ever run across this?

sounds right , the sleeve would need to be removed to fit the larger bushing
