after three tries ...it wont start

if i try to start my car three timis in a roww it will start ....but on the fourth try the starter goes slow and then to clicking
i just put a new starter ..and the old one was doing the same .....does this sound like the starter relay ?and how do you know when you need a new relay?...battery is good and was fully charged
