Ground strap for 70 Charger fuel tank? Where does it go and pic?

I think there is supposed to be a ground strap for the fuel tank of my 70 Charger RT but I forgot where it goes. Does anyone know where it goes and have a pic?

It's basically a metal clip that snaps over the fuel line and bridges the rubber portion.  I can scan the fsm drawing if you need.

Did they ever work properly?  It seems like it is a really loose connection on mine when I snapped it into place.
