I know the '68s have one extra toggle switch on the left but I'm wondering more about the gauge cluster and electronics board on the back. Will a '70 work on a '68?

Yes they will.  I have 68 guages and switches on my 70.  The only switch that wont work is the headlight switch, because in 68 and 69 they used vacuum and in 70 headlights were electric

the only big difference is the hazzard switch as Far I know, located on cluster on 68/69 and on steering column on 70. That makes different also some sections of wiring and turning switch. But frame itself and printed circuit board same as gauges are the same as far I know
