I'm planning on painting my Deora replica in an original HotWheels hue, that being Anti-freeze green, which was one of the original colors associated with the first run of HotWheels toy cars.
Recently, PPG paints issued the Vibrance color series:

which is essentially the HotWheels Spectraflame color palette for full-sized applications.

I've been trying to get the appropriate mixing information, and the color chips, but have been unable to find them anywhere.
And being located at the geographical center of nowhere doesn't help at all.

Can anybody be of assistance?

Can't help with the color chart but I sure am impressed that you still have the surfboards with yours.  Mine have been missing since about 1971.
PPG can't provide a tech site that answers your mixing questions?

So far I've found diddly squat on the PPG website or otherwise! ???

You can order the Chips books from any PPG Paint Supplier or sometimes I've seen them available on ebay. If the Tech line takes you to the Wixom Paint school I know they have them because I was just there & looked threw them. Some advise, There exspensive though, Like $50+ LEON.

A buddy of mine owns a body shop so I'll ask him today but I've never seen anything like that there so I very very much doubt he'll be of any help.
My Deora Hot Wheels is a darker green btw.
