Help, I can only get 2nd,4th and reverse gear on my 4spd trans....

I am trying to see if the 833 4spd trans in my car is any good or not.

It seems like I can only get 2nd,4th and reverse gear on this trans.
Any idea as to what could be the problem???

There is no gear fluid in it right now...could that be the problem. If so you would think i would
not be able to get any of the gears.

I have just the shifter tabs installed and I am trying to get each gear by shifting it by hand under the car.

Turn the driveshaft while trying to shift into a gear.
