Found this 68 Charger in my neighborhood, what should I offer?

I don't think $8K is that bad of a starting point.  If I were you, I'd bring the entire $8K with you (as others have stated) and start your negotiations at $6K and work your way from there.

$4000 is low and $8000 is too high, I say offer $6000.
The 1/4's are shot but they usually are, the trunk pan doesn't look too bad which means the rear window area isn't gonna be horrible, rear valence is shot but those are cheap to get. Overall, everythings there and is a decent project, I wouldn't waste any time, I wouldn't care about the fender tag and the seats were redone so the B-sheet is probably MIA, but that would be a fun car when done. So if you got the money, go buy that Charger!

Seems to be a decent deal to me. I'd make an offer at least below the asking price.  It does not have the filler tube or gas tank installed either. I didnt see mention of that.

The Aquamax...yes, this bike spent 2 nights underwater one weekend. (Not my doing), but it gained the name, and has since become pseudo-famous. :)

i know for a fact he(the seller) paid more than $6k for the car. so if you go there with "$6k in your left pocket", then that is where it will stay. the car is worth $8k, sad but true, prices are high and the legit 4 speed cars will never come back down

Without fender tags and build sheet, what other way is there to tell if its an original 4 speed car?

well some obvious ways is the floor hump, if it's been welded in or is original. also the pivot on the front frame just below the brake booster, that would be obvious if it's missing or has been welded in. i'm sure there are other ways to tell.
