Are you sure about that?  I ask because I thought it was a federal law that came into effect in January of 68 that required the mfg's to put the vin on the engine and trans and various secret locations on the car as part of an auto anti-theft and stolen parts recovery program?

im fairly certain it wasnt till 72 or later that a vin was on a block. but I have been wrong before. Just ask my ol' lady.
