what's the expanded use on paypal account?

I'm just asociating my Credit Card on my Paypal account. Just ended to enter my Credit card and then got in on an "Enroll in PayPal's Expanded Use Program" but have no idea whats for that...

I'm COMPLETELLY NEW on paypal account. Not even exactly how does it work LOL...

as I posted on an earlier thread when I got my Credit Card, any advice about how drive safe on this payment system will be great.

This is a very long thread i'm about to post, but some paypal employees are actually responding on here so I though it was worth posting for you to check out. 
It is basically paypals security measure to assure you are who you say you are.  I believe they take a small amount out of your account like 1.99 or something and that is how they verify you.  It is a money making process for them but at the same time they claim that is the only way to assure it is you using the card.  I'll keep looking for bett info for you though.
I remember when i signed up years ago, it was only a few cents going back and forth, I guess that isn't the case now. ???

Here is something else, most likely what you have seen already but it does say you get your money back as a bonus.

When you add a credit or debit card to your account, it may be necessary to
complete the Expanded Use Enrollment Process before you are able to use
this card. This will increase the overall security of the system.

Below are detailed instructions to assist you in completing the process.

To complete the Expanded Use Enrollment Process of a registered credit or
debit card you will first need to view the 'Credit Card' page. To view the
credit card page, please follow these directions:

   1.  Log in to your account at https://www.paypal.com/ by entering your
email address and password into the Member Log In box.

   2.  Click the 'Profile' tab.

   3.  Click the 'Credit Cards' link in the 'Financial Information' column.


If the status of the card is 'Expanded Use Number Needed', you either need
to initiate the Expanded Use Enrollment Process or enter the Expanded Use
Number. Please follow the instructions listed below to complete the
Expanded Use Enrollment Process:

   1.  Select the credit card of which you would like to complete the
Expanded Use Enrollment Process.

   2.  Click 'Complete Expanded Use Enrollment'.

If you receive the 'Enter Expanded Use Number' page, please enter your
4-digit Expanded Use Number and click Submit.

If you have not initiated the Expanded Use Enrollment Process, you will
receive the 'Enroll in PayPal's Expanded Use Program' page. Please read the
'Enroll in PayPal's Expanded Use Program' page and click 'Get Number.' On
the 'Expanded Use Number Sent' page, click Continue.

To complete this process, PayPal will charge your credit or debit card
$1.95 U.S. Dollars. The charge will accompany a unique, randomly generated
4-digit Expanded Use Number.

   ·   If you have online access to your credit or debit card activity, it
takes approximately 2-4 business days for the Expanded Use Number to
appear, depending on the cards issuing bank

   ·   If you do not have online access, you must wait until you receive
your statement in the mail to check your 4-digit Expanded Use Number

   ·   If you have added a debit card, your 4-digit Expanded Use Number
will be printed on your bank statement next to the $1.95 charge

Once you have received your 4-digit Expanded Use Number:

   1.  Log in to your account at https://www.paypal.com/ by entering your
email address and password into the Member Log In box.

   2.  Click 'Complete Expanded Use Enrollment' in Activate Account Box on
the Overview page.

   3.  Enter the 4-digit Expanded Use Number in the box provided. If there
is more than one credit card listed, you must choose the credit card by
using the pull-down menu.

   4.  Select the credit card of which you would like to complete the
Expanded Use Enrollment Process.

   5.  Click 'Submit'.

Please Note:

   ·   Expanded Use Fees will be credited to your PayPal account as a
bonus. Please note that the $1.95 bonus will be credited to your PayPal
account balance within 24 hours of successfully sending a completed payment
using the credit or debit card that completed the Expanded Use Enrollment
Process

   ·   PayPal strongly discourages users from calling their credit card
companies in order to obtain PayPal Expanded Use Number before receiving
their monthly statement in the mail. If PayPal receives a complaint from
your card issuer regarding a phone call to your credit card company to
obtain the PayPal Expanded Use Number, your PayPal account may be
permanently closed

   ·   Completing the Expanded Use Enrollment Process will allow you to use
the credit or debit card in the PayPal system, however it will not always
confirm the billing address. If your address is not confirmed, PayPal
recommends adding another card. If your billing address passes our
verification system, your address will be automatically confirmed.

   ·   Due to Visa regulations, it is not possible to go through the
Expanded Use Enrollment Process with more than one Visa card per PayPal
account

I thought PayPal was completely secure......but it's not. My son had his PayPal account  compromised by a pretty good scammer. We never found out just what happened but they got his bank info and cleaned his PayPal account out and over drew his bank account!!! Yeah he could never draw more money out than he had but someone else from another country could? His bank returned his money on their end after telling him someone got his money from an atm. Yeah pretty funny huh?.....since he had the card. PayPal said they will give him his money back after an investigation. That's a bunch of crap because they are the ones who had his info. That was over 3 weeks ago.  :RantExplode:

Just be careful, and never respond to an email from ebay asking you to update your info.
Ebay dose not send email to request info.
Only submit info when you have logged on to their web site with your user name and password.

ok, so If I don't enroll on the expanded number process I won't be able to use paypal for payment ?

is kinda an optional safety system or is mandatory to use paypal ?

reading the paypal board is some confusing, since ppl still debates something that should it be too obvious. Money rules should it be so clear enough to never left doubts
