I'll bet ya that was designed because the car sits long hours not running but he needs to be in it?  He drives it to where he's stationed and shuts it off therefore not using gas.  Ha so cool.

I've seen cars up there with electrical plugs in the bumper.  When I asked one of the locals what it was for he said they can plug them into the grid at various places to activate the heater so not to freeze to death.  And here I thought Michigan got cold!
