I'm guessing it rolled forward mostly off that barge, but didn't go all the way.   They are not getting it out of the water I am guessing because the wood appears dry.      If that truck was in deep water would that be enough wood to float it?   I doubt it.  Would the straps break?

Looks to me like it's fairly close to shore...like they were almost at the loading ramp. I bet the front tires are on the bottom.
Judging from the agitation in the water behind the boat, it also looks like the boat's pushing against the back of the truck, so it won't fall the rest of the way off.

Flood the front compartments of the barge to get the truck back on the barge and then pump out the compartments and roll the truck all the way back and go on your way.  :)
