brakes acting weird

Hey guys. Here is my problem. My 68 charger has manual brakes. Every once in a while the front left tire will lock up when you push on the brake pedal. It'll even lock up when going 5 mph. When it does this, it is very scary. It can't be driven. If you let it sit, it will get better so you can drive it, but it will still pull to the left hard when applying the brakes.  I have put in a new master cylinder just recently so I know this is not the problem. Any help would be appreciated.

Almost sounds like there is a hanging wheel cylinder that is not releasing all the way and catching before the other wheels.  Pull the drum and also check for a brake fluid leak which could have contaminated the shoe linings causing them to catch prematurely.
