hey mustang, i would like to state that you must have a calling before you just start creating a php board.  For instance, do you have a car club?  Because I can honestly tell you, if you do not:

"EVEN IF YOU BUILD IT, THEY WON'T COME."

not to bust your huevos, but seriously, you may end up being the only one posting threads on it.

You really don't need mods until you have members (maybe member #2 can be a mod).
1. You need a web site or somewhere to stick it.
1.a. If it's your own site then you'll need software.
   1.b. If it's someone else's site they'll provide software.
2. You need to configure it so that it's easy to use (so people will actually use it).
3. You need something to talk about AND it has to remain fresh or people get bored and go away.
4. You need to set rules and keep control or it's no longer your board.
5. Whatever you do... DO NOT allow anyone to post anything that is against your host's Terms of Service. You are responsible for everything.
