99 Ram 1500 4x4 wiper motor

Well, I live in midwest and we had an ice storm and apparently I forgot to shut off wipers and next day I start vehicle to get it warmed up and there is approximately 1 inch ice covering the vehicle.  Apparently the wipers were immobile due to ice and left on and Im thinking this burnt out the motor.  Fuse is blown and as soon as i put a new one in it blows instantly even the 5-10 amp higher fuse.  Anyways im thinking the motor is fried anyone got manual photos of its location or maybe a good description of where this might be.  Im guessing way up under dash but any helpful info would be appreciated thankyou

It's under the plastic cover at the rear of the engine compartment.
