Can I cut a seat securing T-bolt using anything other than a cut-off wheel?

I don't have access to an air compressor so I don't have a cut-off wheel. The idiot that had my 73 before me, installed the minivan seats on the driver's side so it makes it impossible to remove. It's power operated which he didn't have hooked up and so I can't move the seat up enough to even get to the bolt securing the back one closest to the driver's door. This is the most horrible installation of a seat I've ever seen. He somehow put a T-bolt through the bottom of the floor pan under the crevice where the factory bench seat brackets were welded. He then put a rusty nut on top of the T-bolt inside to secure it. Now there is absolutely no way I can get that T-bolt out of that crevice without cutting it off. It stopped me from doing what I was trying to do today, because I was so discouraged. I've got the side on the transmission tunnel off, the one's closest to the driver's door will absolutely have to be cut off. I have a pretty power craftsman hand drill. Is there any kind of cut off wheel I can install in it to cut through that T-bolt? I don't know what grade a T-bolt is. Can you get a cut-off disc for one of those mini dremel tools? That would be the easiest thing to fit in the tight spot inside where the stud is to cut. I will have to take a picture of this because it's the worst thing I've come across on this car yet.

really need to see a picture  ,  what a bout  getting a couple of thin jumper wires from a battery  & try to get the seat motor working ,  or get a cut of disc for the dremal / electric grinder & grind at the Head of the stud on the under side , being carefull not to damage the floor & watch the sparks near the fuel tank  also use eye protection  as the sparks rebound  every witch way  on the underside .
  may  be a able to saw the head of the stud with a miniature hacksaw ..

I got the first one off. I bought and adapter and a metal cut off wheel for my Craftsman 3 AMP drill. I almost got it cut totally through the nut, but couldn't get at the stud part. But I cut the nut enough to put on a nut splitter and was able to crack the remainder of it and the T-bolt fell on through. Now I decided to quit for the night and tackle the one on the back another time. I was thinking of hooking two jumper wires up from a car battery and move the seat up to get to it. Would I have to use a 12 volt car battery or could I use a 10 volt, like for the big lanterns.

  10 volt might work .. all be it very slowly , better to use a 12volt .
