flat metal braket on axle tube housing???

Ok, I have noticed this flat metal braket on the front part of the passenger side axle tube on my charger.  The ones on the rear I know hold down the brake line to the rear axle tubes but what does this front facing one do?  Is this to hold the pass. side emergency brake cable?
