I guess it goes on the end cap but never seen one? any one have a picture? is it '71 only?

Goes attached to the bottom of the end cap, horizontally. That option was also with front of fender and hood molds ( of course also trunk lid lip )

That option was to all 3rd gens. I have seen two kinds, one is that one, and the other one L shapped attached also on quarter with a gray surface, vertically, mostly common with 73/74 to complete the "fillier" job with bumper filler.
