Is the door skin supposed to be 2 layers of metal in 74?

I am fixing major rust at the bottom of a door, causing the fold over at bottom to bulge and push away from the door frame. I bent the metal back thinking I would cut and make a patch about 2 inches along the whole length. However upon inspection I find 2 layers of metal on the skin. I am sure I can get around this but I wanted to know if this is a sign of previous patch work.

This is a skin I cut from a 2nd gen door.  Its one layer of metal (skin) and that is folded around the inner shell of the door.  With the outer skin folded around it, its actually 3 layers thick at the edges.  Sorry about the bad pic, the lighting in here sucks.
