White hat special didnt mean white top, just a springpackage that meant u got a vinyl top and hubcaps

And whitewall tires.  It didn't come on RT, SE, or XX cars I believe and in when the package was first introduced, the white tops were pushed.  A41 also included the light package, remote left mirror, hood turn signals, and woodgrain wheels.  Your roof color should up coded as  V1x with x being a W if it were white.

I think in the earlier years of the package, it was a white top only but by 67 it was white or black.
