Not sure about this one, source said it was a 1969 Charger 500.

thats ones in a different place  wouldnt even see it with a three speed wiper motor

Just a guess here, but it is at least POSSIBLE that the mystery hole was intended for use on cars equipped with Sales Code P45 Power/Vacuum Deck Lid Release.  You can see from the '69 Dodge Dealer Data Book for Taxi applications that this option's switch was mounted on the instrument panel.  S/C P45 was also available on other 1969 models including Plymouth & Dodge B-body coupes, 2&4 door sedans, and convertibles -- as a "Limited Option" (have no idea what that means).  It was apparently available in 1968 too - although I don't know the D-series Sales Code reference or any specific model availability details. 

Looking at it logically, it would be an easy run from the instrument panel switch location, through the firewall (right about where the mystery hole is) over to the intake manifold vacuum tree.  If they started pre-stamping the hole early in the '69 model year, someone probably realized that it took more cumulative time to install a grommet on the vast majority of cars that did NOT have this option, than it would have taken to drill the holes for the few that did.

Incidentally, and just to be clear, S/C P45 was NOT available on '69 Chargers (I have my own theory on why), but the firewall stamping was the same across the B-body line IIRC.

Again, this is just a guess.  Your mileage may vary.

If that were the case it would be for a single vacuum line no Geno?  That's a HUGE hole for 1 vacuum hose!

I've wondered if that hole was originally intended for the vacuum lines?  Perhaps a change was made to use the other location after many panels were stamped.
If this were true their may be evidence of drilling or other method of punching the normally/only used location for the vacuum lines.

The rubber plug in the mystery hole is the same used for the vacuum lines to go through the firewall for Charger headlight doors. 
P45 is the best explanation I have heard.  The button for that would have been mounted inside the glove box, does this make sense for where the hole is in the firewall?  I used to have a 69 New Yorker that had that would be interesting to see how that was routed.

I dunno where it is exactly under the dash ? but I guess I could go look if you pm and remind me ?
All I know is mine still works..... I hardly ever drive mine at night and never use the headlights, but this past spring I turned on the headlights just to check everything over, then forgot and turned the engine off.... "Bzzzzzzzz", which confused me for a second, until I remembered the headlights were still on.

BTW,
Mine is a 69 R/T SE, Nov 23rd 1968 build date, and it has NO HOLE beside the 3 spd W/S motor, which I think was the original intent of this thread ?

  mine was mounted   adjacent to the left  side of the fuse box  , with the connector/ wires facing the the inside of the dash fame   ,  there is a hole through the  bottom of the dash frame , for the screw      see yellow arrows

Yes, that's where mine is as well.  I'm leaning to the vacuum hole for a different B-body theory.  There could have been an issue with the primary die at the stamping plant and they used the vacuum hole die to make sure the plants didn't go down.  The could have had a stack of firewalls go to the wrong assembly area (could there be a Satellite taxi forum out there with a thread right now puzzling over why some of their cars have a drilled hole for the center vacuum line instead of punched?).

      yeah  could well be ,  power deck lid release    interesting   ........    be interesting to  see some  real life  engine bay shots   , doubt there are any 4 door  -b-bodys  taxis  left    ...........    police cars might have them
