Maybe not completely out but it's much easier to at least lower it.
Unless, you're a very short contortionist.  ;)

I am a large guy and I got mine out without removing the steering column. I have had it out more than once.

The speedo cable comes off first, then all the electrical connections. My wires I labeled with tape the first time around.

Light switch was hardest to disconnect. Electrical connector has one snap clip on the side away from the door. I somehow eased it off without breaking it without knowing it was there.

Then I just yelled for my family to pull on my legs to free my gut from the steering wheel (I did do this, but eventually made it out on my own since they were slow).

My car has a column shift also and the cluster once disconnected tips out easy.

I have done with my clock when I was repairing it even without loose anything beside the radio what is a MANDATORY!!!... it is posible but very hard. I would at least loose the 6 phillips screws that keeps the cluster to be able to get some extra room pushing it a little bit when you need.
