Can anyone identify this part?

This was in a box full of stuff that came in the trunk of my Charger when I bought it. Does anyone know what it is? Is it even a Charger part?

i removed  every nut ,bolt , clip etc on my 69 when restoring it .. didn't see any thing on it like that
