What causes wipers to 'scrub' across the windshield? Even when the window is soaking wet they don't wipe smoothly.

Could be wax build up on the windshield or it could also mean that your wiper blades rubber part is dried and hard causing the rubber to not conform to the windshield.

Or too much or too little tension on the wiper arm spring (presure applied to windshield)
