I have a Holley 650cfm 4777-2 – Mech Secondaries – Manual Choke.  I am trying to adjust the float level to cure a "bogging" issue when WOT (wide open throttle) and I am wondering if this is normal.

Turning the adjusting nut clockwise to lower the float level doesn't do anything.

See attached pics (passenger side view).

This carburetor has been rebuilt 8 years ago.

The adjusting nut has to go around the shaft that has dropped down into the carb slightly. Common Problem Just thread the screw in slightly and pull up on it while you Back the adjuster up. If you can catch ita little it can be backed out you have it bottomed out.

If memory  serves....the nut just tightens  to keep the adjusting screw in place.   You need to turn the screw counterclockwise, and when you start getting a trickle of fuel  through the windows,  (The Holley I used to own had sight glasses  as to see the fuel without having to remove screws)  that's when you tighten the nut back down.   The nut isn't the adjustment....it's the screw in the center.

I'm pretty sure that you are saying it backwards the screw is to lock it down the nut is the adjustment.

Well...on mine....the screw was on the inside of the nut, and I had to loosen the nut to be able to turn the screw....It was a pretty old carb

the nut adjusts the float level in most cases , some cheap kits do it opposite & often have the threads stripped out because of it
the carb Jonny has the nut adjusts the level When it can contact the needle & seat assy , you need to adjust the needle up so the nut can turn it again & then make the adjustment
this is Definatly the cause of the WOT bog

Ya know...It's been so long since I had to deal with a Holley, and I stand corrected.  I had to dig out some old carbs just to see for myself, and lo and behold, you are correct.  The outer nut adjusts the float and the screw holds it in place....Gees....forgive me....it's been awhile.....lol
