identify this part

found this part today in the frunk of my 68 today. It's aluminum, not sure where it goes

I say it's a mount for an aftermarket "wing" doesn't look factory to me

but if I did I would say, that is in no way a mopar part

Yeah, like an underdash mount of some kind. I think it's just some junk a previous owner left behind for you.
