Couldn't be 100 percent sure of what the timing was set at initially but it was above 15 degrees during cam breakin at 2250-2500rpm it was running fine but when I turned it off the engine tried to keep running...Is this a timing issue or a carb issue? I suspect its timing and probably needs more advance am I right?

yes down do maybe 1200-1500 just to make sure it still ran smooth but i did let it run for a minute or so before I turned it off

yes what does cause this. I was having a problem with sputtering after turning the key off. This was last year. I turned the idle down from 900 to 800 and it seemed to help a lot. Today I took it for a long drive and made 2 stops, so it got pretty hot. Both times shutting off it kept running for a good 5 to 7 seconds. Is this serious problem? How do I fix it.
Timing is set @ 15 initial and 32 total. Just changed the ignition from FBO to MSD.

Timming has nothing to do with it, at least it should not, With  the MSD box sometimes you get feedback from the alt. and have to put a Dodie in, but thats for GM cars I thought. Guess you could check it by turning it off and having a buddy wearing gloves pull the coil wire, if its still try to run it cause the throttle is open to far. Every engine will do it if the throttle is open far enough. You may have to open the secondaries a bit more and cut back on the primary, some drill holes in the blades to speed the motor up with less throttle opening. It will harm the motor so buy better gas or use octane booster till you solve it.

When you turn the key off the sparks should stop so timing has nothing to do with it, unless you have to back it off so much to stop the pinging and then the throttle is open too far to keep the motor running. With a carb. any motor will run on if the throttle is open far enough. I lived during the 70's and remember it was a big problem some cars had with the lower ontane gas, my shop teacher always said all you have to do is have the carb close far enough and it won't happen. Some people back then used to use the fast idle solenoid for the air condition cars to keep the throttle open far enough to give a good idle and when you turn the key off the fast idle solenoid would cut off too and the throttle would close all the way, that always did it,  Edelbrock still makes one ,call the idle compensator for a rip off price of $82.00 ,thanks I forgot about that.

timing , fuel mix , idle speed & heat can all cause this
I suspect at 1200 rpm it is idle speed , does it do it with the idle down around 800 ?

a vacuum leak will do the samething. if you decide to run a car and it diesels after you shut it off the best thing to do is leave it in gear (if it is an automatic) when you turn the ignition key off and it won't do that anymore until you get it fixed.

Got it fixed... it was idle speed but at first i was worried about setting the idle too low.  Because of the cam I was uneasy with a low idle speed as it seems way more lopey than my old cam.  Anyway, after a few drives recently I was slowly able to get it tuned, so it probably was just the idle.

wow....
Daddy ran whiskey in a big black dodge
bought it at an auction at the masons lodge,
Johnson County Sherriff painted on the side,
just shot a coat of primer then he looked inside,
well him and my uncle tore that engine down,
I still remember that rumblin' sound.....
