Swap fuel filler neck

Can you swap the fuel filler neck without removing the gas tank? I never tried, but I would like to install and remove the neck once or twice so I can make carpet for the trunk, and it would make things a bit easier.

I have done it many times on my 1969 due to a few issues with locking gas cap inserts. Not sure if its different on the 1970 with the emissions stuff. I just unscrewed the filler from the quarter, pushed it down a little into the tank, rotated towards the trunk opening, then pulled up and out. I had to be careful of the vent tube, but it wasn't a big deal. Took minutes to do the swap.
