Per the article, he has been identified, caught, warned, fined, an appeal made to his mommy, and .... someday... when they get around to it, maybe a motion will be made at the next Hellcat Belltown Noise committee meeting to initiate a study after gathering some more noise monitoring readings and completing the 8th public opinion pole. That's the Seattle way of dealing with problems. 

In and East Coast City, the guy looks out his window one morning to see his car on fire and the problem is solved.
