Rear valance indent

When I bought my car, I knew that somewhere down the line the rear valance had been hit and slathered with bondo. It looks bad, but I never intended to touch it untill I was ready to do more extensive repairs. I never noticed this until now, should mine have the indent and license plate holes?

yes those holes in the valance are for the licence plate rubber bump stop thingys
