The typical demograph for classic Chargers (us) is quite different that that of the modern Charger (the persons the article most likely was written about).

Affordable boo-koo horsepower in the hands of reckless, inexperienced youngers?  Yeah, there probably is some truth to what the guy is saying. 

Educated guess on my part, as I live in one of the north states and have only seen a handful of Scats and Hellcats around here... 5 months of ice/snow per year really cuts down RWD appeal.
