383, Edelbrock 2086 Top end or stroke to 496

Hey Guys,
I'm currently in the process of restoring my 69 Charger.
I would like to have more power (but I will not drive on the racetrack).
Since the 383 is matching numbers, I don't want to exchange it for a 440.
At the moment, however, I can only afford one kind.
Either the top end kit from Edelbrock: Edelbrock 2086 - Edelbrock Total Power Package 421 HP.
OR stroke the engine to 496 CUI without new cylinder heads etc.

What do you think gives more performance for the money?

With the Strok-Kit I have the problem that it would still be the standard cylinder heads and therefore I think it cannot fully develop its performance.
In the case of the Edelbrock Top-End Kit, the 421 HP are only a rough guide.

What is the best value package?

Maybe: Or I'll wait 3 years and then put a 392 cui Hemi Gen 3 in it

The cost to rebuild the Iron heads would be about the same as a set of 440 source Stealth alum heads, if rebuilding the 383 correctly it is only about 600 to 800 bucks more to just buy a stroker kit from 440 source

My problem is, unfortunately, I don't live in America. Therefore, for the transport, there are also customs duties and taxes on top of the prices

maybe someone already has experience with the top end from Edelbrock and can tell me whether it brings out at least as much horsepower as stated?

Maybe someone can tell me how much horsepower I can get out with ONLY the stroke without other cylinder heads?

all with normal pump gas

Some quick thoughts. 

1) Changing the intake and heads (and carburetor) on the 383 will make a difference, but nowhere near as much of a difference as is possible by increasing the stroke and CI. 
2) Also, my understanding is that there are better cam choices than the one with that top end kit. 

I think you want to see how tight the bottom end is before you go with the top end kit and I would do some more research into the cams. 

Changing it to a stroker also can have drawbacks because the pistons get shorter and the bigger cams that are needed require additional considerations.

I am not the one on here to take the detailed advise from.  All of my information is second hand.  But there are people on here (like CDR) who have good information.
Who in their right mind would say

"The science should not stand in the way of this."? 

Science is just observation and hypothesis.  Policy stands in the way.........

Or maybe it protects us. 

I suppose it depends on the specific case.....
