$30K for for this '69 project...what am I missing??

Scrolling through ebay and came across this, bid $29,700. I see lead picture and figure "huh, a bit high maybe." Then look more and see rust, look more no window lip at all...No window! No engine this thing is a shell for $30K!!! WTF!!!! OK, Surely it must be like a Hemi car or 440 6 pack...nope

What am I missing here guys? is this REALLY what cars or going for now??

and why do I have a strong feeling this once was "restrored" in Lake Villa, Illinois  (HLPAG)
