Is that thing perfectly flat or does it have a slight dip on either side.?

The glass is very slight convex so yes it has a slight bow to it.

I thought so it LOOKS flat but if you do the hand wipe you can feel it

Definitely not flat.  The center is raised slightly compared to the sides.  It's subtle but it's there.   

The far ends of the sides also start to curve back up again at the top corners  ("top" meaning nearer to the glass).
