Anyone ever see a "1969 car" with a 1968 fender tag?

Looked odd. I've never seen one before, but this XS29L9 car had one (reading dash vin).

Car was a "restoration", so anything could have gone, perhaps.

how low was the VIN?

without pictures we will never know, but people put anything anywhere now - even in an attempt to piss off those numbers & "fender tag guys"
