Body Plug by Steering Column

I am looking for info on which direction the body plug should be installed in the hole near the steering column on a 1969 Dodge Charger.  I believe this is the hole for the clutch linkage, but is plugged on an automatic car.

Is the rubber plug inserted from the passenger compartment, or is it inserted from the engine bay?  In other words, should the "lip" of the plug be visible inside the car or from the engine bay?  I've looked at two different Chargers and seen it both ways.

I looked into this a few years ago, Looking at a bunch or cars in a local junkyard. Found plenty of both ways. So Im not so sure there truly is one right or wrong answer

I got to thinking maybe different assembly plants did it differently, so maybe that's why they have been seen both ways.

On my 72 it is inserted from within the car.
