OK here a dumb question on the rear tail light panel

On the 68 Charger the blacked-out area between the chrome moldings- is it just painted or is there a special thin sheet of metal or something else that fits in the tail panel area

Black paint.

Yep.  "Organisol" paint. 

It was black, had some metallic in it, and it was so flat that it was textured.
