How do you read the VIN tag (do you call it fender tag??)

68 Charger, I've searched VIN and fender decoder on here and found two results but both take me to defunct sites, andy440 or something was all in Chinese!

I don't know how to read my VIN and decode what it all means, it is ok to post these things on the www as I've seen threads of fender tag theft ? or is that just real tags? confused

There's also a number on the Rad starting B8X I think, what does this relate to please
